Bolton College is an independent Corporation with exempt charity status formed under the Further and Higher Education Act 1992.

The Corporation is similar to a board of non-executive directors and made up of members from the business and local community, local authorities, stakeholders, partners, staff and students. Governors are unpaid and act in a voluntary capacity.

The Instrument and Articles of Government detail the Corporation's powers, membership, role and responsibilities and are supplemented by a Financial Memorandum and the Audit Code of Practice. The Corporation also adheres to general law relating to employment, equality and diversity, and health and safety.

Governors have six main responsibilities as set out in the Instrument and Articles of Government:

  • determination of the educational character and strategic direction of the College
  • approving the quality strategy
  • efficient and effective use of resources, safeguarding the college assets and the solvency of the College
  • approving the annual estimates of income and expenditure
  • terms and conditions of service of the CEO, senior postholders and Clerk
  • setting a framework for the employment of all other staff.

The Corporation is advised by a Clerk who is independent of the College Management team and has access to independent professional advice.
