Equality Impact Assessments (EiA)

What are they?

An equality impact assessment is a way of systematically assessing, and consulting on, the effects that a policy or procedure will have on equality target group(s).  An equality target group is a group that is likely to face discrimination and disadvantage on the basis of race, gender, disability, sexual orientation, religion or belief, age or any other inappropriate distinction.  The main purpose of an equality impact assessment is to pre-empt the possibility that a proposed policy could affect some groups unfavourably and to `enable the College to predict or anticipate possible barriers faced by particular equality groups.

What are the issues Bolton College is trying to address?

Across society, there are widespread and entrenched inequalities in relation to ethnicity, disability and gender. The following are two of the national key ones in relation to employment and education in the UK:-

Fewer minority ethnic students gain first or upper second class degrees than white students, especially black students who are much more likely to get a lower second or third class degree. Minority ethnic graduates continue to be underrepresented in the graduate intake of large firms.

Disabled people are still twice as likely as non disabled people to have no qualifications and half of disabled people of working age are not in employment.

Whilst it is good practice to consider the impact of policies and procedures for other equality groups, the focus for systematic impact assessment for most of the College should be in the areas of ethnicity, disability and gender in order to meet our statutory duties. However, at Bolton College we will also include age, sexual orientation and religion in our impact assessments.

Our Strategy.
Bolton College has developed an approach to undertaking EiAs and has in place a supporting EiA policy which outlines our approach. Please click here to view our EiA policy.

Bolton College has identified those policies which require equality impact assessing and will follow a 3 step approach: mapping, screening and full assessment.

The College has undertaken a number of equality impact assessments and will publish the assessments on our website.  The College is however currently updating our approach as the current system of reporting is currently being updated.  The equality impact assessments shown below are an example of the assessments in place.  The remaining assessments are under review and will be published in due course.

Any actions which are identified through the assessment process will link into the College’s internal systems of reporting and monitoring actions (web actions).

For further information on any aspect of our approach to equality impact assessments please contact Bolton College Human Resources Team on 01204 907418 / 907308 or via personnel@boltoncc.ac.uk
